The city of Kalamazoo's Local Preference Purchasing Policy has resulted in a local company winning a contract worth nearly $139,000 despite not being the low bidder. Continental Linen Services, of Kalamazoo, was awarded a three-year contract by the Kalamazoo City Commission Tuesday night to provide industrial uniforms for city Public Services and Parks and Recreation workers. The contract went to Continental for $138,996 after the Kalamazoo company originally bid $140,657 for the services. But a city policy designed to give preference to local companies when bid quotes are close allowed Continental to lower its price and come in under the $139,339 bid by the current supplier, Cintas Corp., of Grand Rapids. Under the city purchasing policy, a local company that offers a bid within 2 percent of a non-local, lowest quote has the option to match or beat the low bid and win the contract.Nicholas Lam, the city's purchasing director, said the local preference option is exercised in one or two cases a year. Union contracts require the city to provide work clothing to some city utility and street workers, plus parks and recreation employees. Source: Kalamazoo Gazette, September 11, 2009
